When public institutions build a website or app, they almost always outsource it to a specialist vendor. Public IT projects have roughly a million mandatory boxes to check beyond usability, so by the time anyone gets around to worrying about it, everyone's usually exhausted and battered. Even so, these days more agencies recognize how much usability matters and are starting to write it into their project specs.
