20201202, Even building a road in front of a high school draws opposition from someone. That road is obviously necessary for students commuting to and from school. And yet residents whose homes or shops would have to come down can't help but push back, and neighbors clash over which direction the road should even take. Civil servants have to work in situations where no one can say in a word which side truly serves the public interest. The public administration scholar Schubert once said that trying to define the public interest is like building a castle on sand. We toss around words like equality, fairness, and justice easily, but reality never lines up so neatly. A state of perfect justice or perfect equality is only possible in a dictatorship.
